New Supply Push Could Reshape Fuel Availability And Pricing Nationwide

Dangote Petroleum Refinery has ramped up direct petrol and diesel deliveries to retail stations across Lagos and beyond, deploying a growing fleet of compressed natural gas powered tankers as part of a nationwide free logistics scheme designed to cut pump prices and eliminate distribution bottlenecks.

The surge in activity was most visible over a recent weekend, when supply volumes to affiliated stations, particularly outlets under MRS Oil Nigeria Plc, rose significantly, with the increased movement of fuel tankers especially visible across major transport routes as delivery convoys rotated in quick succession. The intensified logistics activity contributed to traffic congestion on the Lagos to Ibadan Expressway that Saturday morning, as tankers queued and offloaded at retail points in a coordinated but high volume distribution push. Consumers buying fuel at MRS stations benefited from a lower pump price of about N1,282 per litre, offering relief compared to other retail outlets where prices ranged between N1,295 and N1,380 per litre.

The distribution push traces back to a landmark logistics programme unveiled by the refinery roughly a year earlier. Dangote Petroleum Refinery announced that effective from 15th of August 2025, it would begin the distribution of petrol and diesel to marketers, petrol dealers, manufacturers, telecoms firms, aviation, and other large users across the country, with free logistics to boost the distribution network. To power the scheme, the company invested in the procurement of 4,000 brand new Compressed Natural Gas powered tankers to ensure smooth take off, alongside CNG stations known as daughter booster stations supported by a fleet of over 100 CNG tankers across the country. The refinery has described the effort as part of its broader commitment to eliminating logistics costs, enhancing energy efficiency, promoting sustainability and supporting Nigeria's economic development.

Rolling out a fleet that size took months longer than originally planned. Ports delays in China initially pushed back the scheme's August 15 start date, but by mid September the first trucks began loading at the refinery's gantry, with a spokesman for the Dangote Group saying that more than 1,000 vehicles were ready to lift fuel to filling stations while 500 others sat at the port awaiting clearance. The company said deployment would begin in the Federal Capital Territory, Lagos, Kwara, Delta, Edo, Rivers and other South West states, with nationwide expansion planned as additional trucks arrived. Company officials have pointed to the scale of the transition as significant, given that the refinery, which commenced petrol production a year earlier, shifted from using old trucks to adopting CNG powered ones within roughly twelve months.

The financial commitment behind the rollout is substantial. Dangote Group is investing over N720 billion in the acquisition of the CNG trucks and supporting infrastructure, a programme the company says will save Nigerians over N1.7 trillion annually in fuel distribution costs, with the privately owned refinery absorbing more than N1.07 trillion every year in logistics expenses itself. Officials have said the scheme is expected to significantly benefit over 42 million micro, small and medium enterprises by lowering energy costs and improving profitability, while also creating over 15,000 direct jobs across the logistics value chain, including positions for drivers, station managers and attendants at new CNG stations.

Market response to the expanded distribution network has shown up directly in pump prices rather than in stock trading, since Dangote's refinery remains privately held pending a planned public listing. Dangote Petroleum Refinery reduced the ex depot price of Premium Motor Spirit by N25 per litre earlier this year, lowering its gantry price from N799 to N774 per litre as the company recalibrated pricing amid shifting downstream market dynamics. Industry analysts said the combination of a price reduction and the closure of a related lifting bonus window signaled a transition towards a more stable and sustainable pricing framework as the refinery strengthens its foothold in Nigeria's domestic fuel market.

The stakes attached to the distribution expansion extend well beyond convenience for individual motorists. The refinery has said it aims to meet Nigeria's daily consumption of 65 million litres of refined petroleum products, including 45 million litres of Premium Motor Spirit, though independent regulatory data has raised questions about how consistently that target is being met. A report from the Nigerian Midstream and Downstream Petroleum Regulatory Authority found that between October 2024 and October 2025, the refinery planned to supply 35 million litres per day of petrol but averaged only 18.03 million litres per day, representing roughly 51.5 percent of its projection. In response, Dangote has pushed to supply 1.5 billion litres of petrol monthly during peak demand periods, while also revealing ongoing engagement with petroleum marketers to strengthen distribution systems, including expanding the use of CNG powered haulage.

Attention now turns to whether the refinery can close the gap between its stated supply targets and what regulators are recording on the ground, even as its logistics ambitions grow larger still. Dangote has separately disclosed plans to more than double its refining capacity from 650,000 to 1.4 million barrels per day, a project the company says will create about 65,000 jobs and position the facility to surpass India's Jamnagar refinery as the largest in the world. As that expansion moves forward alongside a planned public listing, the success of the CNG powered distribution network already on Nigerian roads will likely shape how much public confidence follows Dangote into its next, far larger phase of growth.
